Annual Stormwater Quality [Permit] Renewals

The City of Houston and Harris County require stormwater quality permits to be renewed annually. The permitting program was developed as part of the Texas Pollutant Discharge Elimination System (TPDES). The permits ensure that features are working properly to help keep our waterways clean. It reduces the post-construction phase discharge of pollutants into the surface water and/or into the municipal separate storm sewer systems (MS4s) via stormwater runoff from residential, commercial, and light industrial areas. These measures are necessary to prevent flooding and streambank erosion, sedimentation, and any additional impacts to recreational opportunities, etc…

The annual Stormwater Quality submittal package includes the following:

  • Documentation – Owner’s affidavit, permit application and P.E. certification
  • Inspection report – Detailed report of the stormwater quality feature or features, time and date stamp photos of the stormwater quality feature or features, and that the feature or features are functioning as designed
  • Maintenance – If necessary, perform the maintenance needed on the feature. If the system requires a vacuum truck clean out provide a waste manifest from the clean out
  • Pay the Stormwater Quality renewal fee as a reimbursement
  • Includes notary service for the owner’s affidavit

Our goal is to make this process as streamlined as possible for everyone involved. Once the Stormwater Quality permit is approved for the MS4 (municipal separate storm sewer systems), the approved permit will be emailed to our client. In the case the permit is rejected, our staff will get in touch with the regulators and our client to resolve the problem or problems as quickly as possible.
